When did Parliament pass a law for the UK Police to be controlled by a private company?

A.C.P.O. is a private company but is known as The Association of Chief Police Officers, which makes it appear to be an official body responsible for policing the UK. I am not aware of any powers ceded to it by Government, are you? Yet its members control the Police Forces - who knows what goes on behind the scenes and what concerted actions on policing are discussed ?

How efficient ( or even how pernicious is their influence) is it when you see the poor standard of policing and policemen in the country today ? What really are it's true aims ? What is its financing ? What is its influence over day-to-day "proper" policing which seems to have been almost non-existant to the man in the street ?

Look at their portfolios shown : Meredydd Hughes, the Chief Constable of South Yorkshire is shown as having part of his brief being Road Policing. This is the man caught speeding twice in his own time - once, I believe at over or around 90 mph !

Crikey, on their watch we've ended up with "P.C. Laptop" - a five foot tall copper. Scary don't you think ? Can any of you real bobbies out there who shouldn't be posted to Toytown or be personal protection for Snow White because their "bobby's helmet" is high enough from the ground please tell me, did anybody start a division named after the "Arnie" movie " Kindergarden Cop" ?

Police Service should read "Police Force" - P.C. should mean Police Constable and not "politically correct". A private company and yet we still can't have proper policing ! Law should mean justice - and potential proceedings removed from the remit of those dickheads at the CPS ( because if they were really any good they would be earning more in a private practice !).
